Russian language testing of migrant workers.
According to the amendments to Article 13.1 of the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” and Article 27.2 of the Federal Law “On Education” and the addition of paragraph 7.6 of the following paragraph: “If the new employment contract or a civil contract for works (services) includes the implementation of a foreign national employment in the sphere of housing and communal services, retail or consumer services, the foreign citizen must confirm the command of the Russian language at the level of at least a basic level of knowledge of Russian language in accordance with paragraph 8.2 of this Article. ”
Amendments to the Federal Law “On Amendments to Article 13.1 of the Federal Law” On the Legal Status of Foreign Citizens in the Russian Federation “and Article 27.2 of the Law of the Russian Federation” On Education” (Federal Law N 185-FL of 12.11.2012) Exempt from the test if:
The applicant submits proof of his mastery of the Russian language at the level sufficient to communicate orally and in writing in a language environment, as evidenced by one of the following documents:
Proof of possession of Russian language for work permit in the fields referred to in paragraph 8.1 of article, is not required for foreign nationals who are citizens of countries where Russian is the official language, as well as in other cases stipulated by the Federal Law or an international treaty of the Russian Federation.
Certificate of completion of state testing in Russian as a foreign language;
The document on education (at the extent of not less than the basic general education) issued in a foreign country and is recognized on the territory of Russia and notarized translation of a passport into Russian
The document of state approved qualification (at the extent not less than the basic general education), issued before September 1, 1991 by the educational institution of the state, which was part of the Soviet Union, or on the territory of Russia issued after September 1, 1991.
Before testing, the examiner will give you the instructions of the test, time required for testing and the rules of registration of a checklist which you get before you start answering examination questions.
Checklists (matrix) are filled with a pen. All questions on the procedure of the examination you can clarify only before it. During the examination it is not allowed to use dictionaries and reference materials, as well as to talk to other candidates. At the end of the time alloted for each subtest, you must return all the materials and checklists to the examiner.
Test examination consists of 5 parts-subtests:
* Reading – 15 minutes, 10 jobs
* Writing – 15 minutes, 1 task
* Vocabulary. Grammar – 15 minutes, 25 tasks
* Listening – 15 minutes, 10 jobs
* Speaking – 10 minutes
In order to pass the examination you must score at least 60% of each subtest. If you score less than 60% of any subtest, you have the right to be retested for an additional fee ( 50% of the examination) once more.
After passing the test, you will receive a certificate of the state sample, which will indicate the level of knowledge of the Russian language “Base for migrant workers”.
It is assumed that the certificate will be valid for 5 years.
