The simplest and more common way to say “I love you” is with the words «Я люблю тебя». This phrase can be said to your girlfriend or boyfriend, to your spouse, and even to your friends or your children. Anyone who you care about, actually. Also, it doesn’t matter the gender of the person this is adressed to, it is written and pronounced the same for both genders.
Depending on the stage of your relationship, if you just fell in love, or if you are so close that you want to spend your whole life together, you can say the next phrases (on a scaling from less to more impactful):
